A first: GPT-NL launched for Gem
On 20 February, GPT-NL — a generative AI language model of Dutch origin — was installed on ICTU's AI machine for practical trials with the virtual municipal assistant Gem. That makes ICTU the first organisation to use GPT-NL in a test setup, in collaboration with 27 municipalities and TNO.
GPT-NL was trained in 2025 by TNO, NFI and SURF on the Snellius supercomputer. What sets the model apart is its transparency, responsible use of data and training on lawfully obtained content only. This approach earned it the Dutch Privacy Award.
Over the coming period we will be testing GPT-NL for use in Gem, with the aim of improving public services and making them more efficient. The tests are funded by the Ministry of the Interior and Kingdom Relations (BZK) as part of the Dutch Digitalisation Strategy. If they succeed, Gem can be scaled up nationally.
